The Glasgow-Sharm el-Sheikh work program will develop a framework for the Global Adaptation Target in 2023. We will discuss the Global Adaptation Target in Latin America and the Caribbean, the contribution of national and sub-national instruments to the achievement and frame tracking. We are going to make visible the progress of the region in terms of adaptation, as well as its needs and challenges.

With each passing year, the impacts of climate change in Latin America and the Caribbean become more severe and the need for adaptation becomes more urgent. It is clear that efforts to achieve the Global Adaptation Target must be accelerated.

The Global Adaptation Goal, part of the Paris Agreement (Article 7.1), was established to “enhance adaptive capacity, strengthen resilience and reduce vulnerability to climate change, with a view to contributing to sustainable development and ensuring an adaptation response appropriate in the context of the temperature goal” (UNFCCC 2016).

The reasoning behind the target was that, by highlighting progress, needs and gaps in the processes of building resilience and reducing vulnerability, Parties would need to increase and accelerate financial and technical support for adaptation.

Despite differing views, the Glasgow–Sharm-El-Sheikh Work Program (GlaSs WP) on the Global Adaptation Target (2022-2023) emerged. The GlaSs WP is a 2-year work program led by the Subsidiary Body for Implementation (SBI) and the Subsidiary Body for Scientific and Technological Advice (SBSTA) with the support of the UNFCCC secretariat, under which they are organizing a series of four workshops per year.
